The GMR 2013/14 states that ‗to solve the learning crisis all children must have teachers who are trained,   motivated and enjoy teaching,   who can identify and support weak learners and who are backed by well managed education systems‘.  This summarises the interconnectedness of the school effectiveness approach and places teachers are at the core of the learning process. Quality in education refers to imparting higher order skills in students such as  the  application  and synthesis of knowledge; it also implies that the very fundamental func tions of education, to teach students to read ,   write and do simple arithmetic  are being met. The statistics for students finishing primary school in Pakistan are not truly representative of the number of children who have the levels of literacy and numeracy required at that level. Currently, this fundamental objective of schooling is not b eing achieved satisfactorily.
