Quality in education refers to imparting higher order skills in students such as  the  application  and synthesis of
knowledge; it also implies that the very fundamental func tions of
education, to teach students to read ,   write and do simple
arithmetic  are being met. The statistics for students finishing
primary school in Pakistan are not truly representative of the
number of children who have the levels of literacy and numeracy
required at that level. Currently, this fundamental objective of
schooling is not b eing achieved satisfactorily. The Annual Status
of Education Report (ASER) 2013

shows that about  half of  the
children in grade 5 in ICT  actually  read at the level of a 2
nd
grader and  are only able to  do a division problem at the level of
grade 3.  Keeping this scenario in mind, the need for quality in
education becomes all the more significant as  in the absence of
quality,  schools  are  not imparting what may be defined as an
education even in the most fundamental sense of the word.
